How do i fix my laptop charger?

Ok so my laptop chaarger has a hole. Over the summer I used masking tape to fix it but its not working well now. There's a white line and alot of metal strings (andn it's like teared open but not completely so its two pieces just a little) when the charger was teared. My laptop charger was connected in the electric outlet thing. when I tried to force the pieces of the laptop back together, there were sparks and it was SCARY. Can someone please help me? Should I forced the pieces of the laptop together when its not in the electric outlet and then tape it? Somebody please help I need this laptop.
