Is it ok to cut toenails in the pool?

Just wondering. Is it unsanitary to cut your toenails in a public pool? The chlorine seems to help loosen the nails up, and make them easier to cut. (i have thick toenails) I figure the chlorine kills the germs, and the nails sink to the bottom, so it shouldn't be a problem for other swimmers. What do you think?
