What is the best and easiest PCB design software?

I haven't played with it in a while, but the one that I used during my undergraduate course was Eagle CAD. Unfortunately it doesn't look like it's free anymore but it does have some good functionality. You can add items from a standard library of parts, connect them and then let the software do a PCB layout. The automatic layout given by the program tends to create some crossed traces, but it's relatively easy to move the components around and clear up those problems.
